Includes proposed regulations from federal agencies. For most agencies, also includes interface for commenting and viewing others' comments. Email alerts tell you about changes or additions.
Regulatory Agenda
In the Unified Agenda of Regulatory and Deregulatory Actions (Unified Agenda) each federal agency publishes a list of regulatory actions it plans in the next year.

Commercial Online Services

You can set up alerts in Lexis Advance, WestlawNext, Bloomberg Law, or other commercial service that includes the Federal Register.

If you're following one agency, look for its newsroom, blog, or other updating service. Most agencies offer email alerts, Twitter feeds, and other ways of following their activities.

Washington State Regulations

The Washington State Register publishes proposed and new rules. You can search or view issues on the official site.

You can also search the Washington State Register and set up alerts in LexisNexis, Westlaw, or Bloomberg Law.
