The Council of Europe Framework Convention on Artificial Intelligence and Human Rights, Democracy and the Rule of Law (CETS No. 225) was adopted in May of 2024 and later opened for signature in September. The Framework Convention is the first legally binding international treaty that aims to promote AI progress while ensuring AI systems are consistent with human rights, democracy, and the rule of law. In 2023, the Group of Seven (G7) recognized the urgent need to establish international principles for AI governance. Led by Japan, the G7 launched the Hiroshima AI Process to discuss the opportunities and risks of AI. This led to the creation of the Hiroshima AI Process Comprehensive Policy Framework. The first of its kind, the Framework sets out guiding principles and a code of conduct for all AI actors with the goal of promoting safe, secure, and trustworthy AI systems. In 2024, the Hiroshima AI Process Friends Group kicked off with the participation of about 49 countries and regions. These volunteer countries have committed to supporting the Group and implementing the principles of the Framework.

The United Nations has adopted a resolution on regulating AI. This landmark resolution was spearheaded by the United States and co-sponsored by more than 120 other member nations.
